strange soild fuel system, any advice?

hi all

i have been to see a job today.

there is an existing oil converted rayburn heating a dhw cylinder up stairs.

first thing i do is see that it is on and running, so i touch the flow and return from the boiler (rayburn) the flow is barely hot and the flow is as good as cold, WTF i think? i look for the route the pipes take and see the pipe change from copper to plastic after about 1.5m from the boiler. but not hep or simlar, it looks like slovent welded condence pipe??

so i go up stairs and find the cylinder, in the airing cuboard, nice copper cylinder, not a bit of lagging or insulation anywhere.

My first thourghts are to replace the plastic with 22mm hep and get a good lagging wacket on the cylinder.

i have been asked to provide 2 rads off the system to warm the kids play room (downstairs) and bedroom (upstairs).

I should state that the system was running on its lowest setting, and the client said that when turned up it produced hot water, but i have a simular rayburn at home (also oil conversion) and on low the water is hot and on high its bloody hot and heat leak rad would burn you.

My questions are,

1. will the unlagged cylinder be loosing so much heat that the system is running at nearly no temp.

2. what am i going to do about the plastic pipe, if it is condence pipe will it be affecting the flow of water or ammount of heat carried?

3. can i cut my feeds for the rads near the cylinder (which would be ideal) or should i put them in closer to the rayburn?
