Water is not flowing in any of the taps in my flat. My neighbors all have water running at good pressure but I have nothing. I do not have a hot water system. All of the taps are cold single water taps. I think it is an airlock but all of the solutions I have found online involve a hot water tap or another water source. It is impossible to get another source since water isn't coming out from any of the taps.
 
If you have just moved in, then the previous occupant probably shut the stopcock on the incoming service (cold water supply) pipe. You need to open this.

If you have been living here for a long time and the water just stopped one day for no obvious reason check the stopcock by the water meter for your flat. It is easy for someone to shut the wrong one when they are performing maintenance in another flat.

Can you explain how you got into your current situation? and what makes you think airlock.

If you just open all the taps do any drip?

Does the w/c cistern re-fill?

Airlocks usually caused by bad design of pipes that go up then down. The air collects at the top of the hill and prevents flow. So you need some way to vent the air out (some kind of valve), or suck it out (e.g. length of hose full of water, connected then placed downhill).
