Had a new bathroom fitter, and the sink has these taps on Ideal Standard Tesi 1 lever Chrome effect Deck Mono Mixer Tap. The hot and cold water flow is reduced. But when the fitter took the taps off the water flow was increased, Could there be a problem with the new taps or is this because they have a ceramic valve in?
 
I’m guessing you have a cylinder with tanks eg gravity hot / gravity cold water ?
 
If it’s this one, it’s operating pressure is 0.3 bar, which if you don’t have, then could be your issue. More information on your setup as per @ShaunCorbs please, can you also confirm if the tap is correct, have a look on the box/instructions and see if it states a minimum pressure. Ceramic taps do have a tendency to reduce flow rates.

I have a plumber coming tomorrow to change a cartridge on a badly dripping tap on my bathroom mixer unit. There is no separate isolating valve for this tap so I'll have to close the stopcock. I tried closing it today but it won't go absolutely 100% closed and there is still a very slight flow...

Recently had a Viessmann Vitodens combi boiler installed, quite often when the adjacent cold mixer tap is opened the boiler starts for a few seconds! Can anyone tell me what is causing this? And how to cure?
