Balancing issue. Do a search for balancing. There are many posts

not sure what you mean hot water tap before cyclinder, any pictures please

I'm presuming you got a throttle valve ( gate valve ) on cylinder just turn down slightly as Simon john said look up balancing

can somebody tell me why a gate valve on the hot water affects the flow to a rad?

Perhaps "Turning off hot tap" refers to a valve on the flow pipe to heat exchanger/coil of cylinder?

Perhaps the rad is on the coil circuit to provide all year round heat.
