My dad lives in an X council flat on bottom floor (2 high), his kitchen sick is blocked no block in u bend. Think outside pipes maybe blocked. Can anyone give me an idea of what they think it might be and do I need a plumber to fix it ??
 
It's one of a few things, a blockage in the pipe somewhere where you can't see, or it could be trapped air somewhere. This has been discussed a few times lately. Can you take a photo of the pipe work under sink?

Do the sink drain at all? Have you tried blocking the overflow & plumbing it?

Is there an air admittance valve anywhere? This could be stuck or failed?

It need someone to look. The drain might be clogged up.

Many possibles.

Where is your dad located? There might be someone here close to him.

If the sink waste goes to a cast soil stack I would say it's at that point....
