We live in a flat spilt level flat, cold water has stopcock on each floor, water is heated by gas boiler then stored in immersion tank in airing cupboard. We have no main stopcock.

We cannot determine where to turn off hot water.

There is no valve at boiler. Pipes go into panelling from boiler through kitchen and are then visible as they go upstairs.. We have followed pipes to airing cupboard but don't know where to start. Neighbour has said pipe with red stopcock is gas pipe but this makes no sense to us.

I have posted images of inside airing cupboard.
Above immersion tank is black cistern labeled do not drain due to chemicals therein.

Please advise!

Hello. The copper cyinder will have a pipe that feeds it with cold water (from a cold tank somewhere). That pipe goes down to the lower connection on side of cylinder. On that pipe there should be a valve. When you turn it off and turn the hot taps on the cylinder will remain full of water but pipe from top of cylinder to taps will drain
 
As above, the hot water cylinder will have a pipe that feeds it, usually at the bottom, this pipe will rise up to a Cwsc in the loft, Looking at the pictures that red gate valve could be the one to turn off although these can sometimes seize up or not open again
 
If the mentioned valve can’t be shut – seized , isolate cold feed to the cold water cistern, open hot water tap and drain the water so you can work on the tap.
 
Can't turn any of the valves.

There is a tap on a narrower pipe which comes from tank above and leads into a grey pipe with the stopcocks on. pipes are cold and lead to base of cylinder.
The pipe at the front is warm.

Trying to post more pics to show pipe from top. At a loss as we can't shift any of the valves.

Also should electric switch be on or off? Tank is hot. Gas boiler on timer so water has been off since 9am.
 
You need to keep registered on forum.
The electrics to hot cylinder need switched off. If the immersion came on the water would expand and keep trickling out the open hot pipe
 
Do you have another tank in the flat other than the one with the label on if no sounds like there off a main tank on the roof/ top floor best to get a plumber in
 
Gate valve, like one with red handle, not good news, as they seize up and also fail, sheared spindle, in closed position. Not difficult to insert lever ball valve without isolating water, but this is not job for feint hearted. Experienced plumber is the way to go.

Yep, all you need is a carrot.
 
looks like an ex local authority flat to me tank is probably on the roof youll need them to come and shut off water and you will have to change the defective valve so you have control in future
