Advice please.

I have a Honeywell 3 way valve 40003916 -003., which when CH & HW are called for at the same time, from the programmer, Only HW will kick in. Once the water has reached its required temperature, the Heating will come on.

Individually, CH & HW works O.K.

Can anyone offer any advice? Could it be a sticky valve ? or is it electric connections?

Thanks for reply David, but I thought I have got a 'Y' plan that should allow for CH & HW to be called for at the same time.
Is mine a 'W' plan?
