There's no regulation to say electric sockets under sinks aren't allowed. Common sense tells you it's not ideal and I would definitely get the plumbing sorted without gaffa tape.

Not sure if this falls foul of the iee regs with regards to zoning.

id be more concerned about the gaffa tape joints

Make sure they are not overloaded though

Check tonight,turn power socket off....... look out of the window at dark and then switch on,if this happens,maybe get it checked out...
