Hi everyone, I waited a while before I posted this as I wanted to see how long the issue would go on for.
There is a whistling sound from the pipes next to the bathroom but not when I use the water in my flat but whenever my neighbour does who lives below me. Everyone got disconnected from the water tanks for the bathrooms and all flats are now mains fed and PRV's have been fitted which no one had before, so I don't know if they are set too low or high.
Any idea why the pipe whistles and what can be done about it, thank you.
 
Frequencies I'd describe as 'whistling' (as opposed to a 'hum' or 'honk') are a bit high for a resonance associated with the pipework to be a likely cause.

I'd start by investigating the taps. If these were not changed to high-pressure ones, people avoid getting soaked by a blast of water by cracking them open. This creates a pressure jet inside the tap that can make a whistling noise when it strikes the body.

If my guess is right, reducing the pressure set by the PRV may help (and might be a useful confirmation of the cause) but you'll probably have to install a restrictor for the tap or replace the tap for a proper fix.
