Any idea why the soil stack on a house i rent has frozen up ?

i spent 3h's defrosting it today. Finally managed it and left the hot bathroom tap running for an hour to clear the ice (you could hear it falling down inside the stack).

The condensate pipe at the bottom of the stack was frozen so it looks as though something has been left on in the bathroom and the water has slowly frozen and filled up. the tenant has been away you see for a week.
