Is it possible to use a y piece connecter from my dishwasher feed and have the other feed going to an outside tap?
 
Possible, - yes, but no point really. You need an isolating valve and a check valve on pipework to outside tap. Also better the Dishwasher has its own dedicated isolating valve.
Just tee off with a soldered or brass tee and you will have the 2 supplies
 
You don't want to do the DIY method of connecting to an outside tap with those nasty garden hose type tap kits that are sold in the big DIY sheds. Silly and risky

Hello, I'm installing a new kitchen which will have a dishwasher and washing machine. As I'm cutting/teeing into the cold mains 15mm pipe (before the kitchen sink taps) to feed the dishwasher and washing machine is it worth fitting a isolation valve with a built-in check valve? Regards Tezzer
