disabled toilet measurments

hi, for a low level disabled toilet it says. " WC distance from back wall [front 750mm from back wall) "
Does that mean the font lip at the top of the toilet around the bowl, or the front lip around the base of the toilet?

I use the Twyford Doc M pack and it shows it to the lip.

No mate not usually, I ether ask the merchant to print one off or download off the manufacturers website.
