Lockshield - no stem

I am obviously missing something, this one radiator in our house has a lockshield with what appears to be no valve stem. Looks like a hexnut female. But I'm not sure. Can anyone tell me what I'm missing, this has to be standard, and I must need a key or something. Any advice appreciated. Pics attached. Cheers tonga1978

Just turn it using the correct sized Allen key
