His guys quick question

I am fitting a new heating system. Three bed terrace Worcester 27cdi combi three rads downstairs and 4 upstairs.
Customer as asked if I am planning on zoning off upstairs and downstairs.

Does building regulations state this is a must? Or just a guideline?

Any help appreciated.
