gas fires seem nothing but trouble if it's not one thing ,it;s another, when burning on full, it would lift flame of thermocouple, checked pressure, primary air port etc,give it a service,no joy, ordered new o.d.s.pilot assembly, will try that when it comes,any ideas until then please.
 
Flue flow and termination ok?
Initially, it sounds like there is too strong pull on flue.
Did you try cracking open a window to see if decreases the flame lift?
 
could be exposed pipe-knock out holes at the back box beneath the burner?.
