My 3 year old basic model RAK Ceramics dual-flush close-coupled unit sometimes has a delay before refilling. The pause before refilling (short and long flush) can last up to 10 seconds before the water inflow starts the refill.

Has anyone any idea how to remedy this re-filling delay?

The flat looks like its jamming on the side of the cistern, that could cause it to fully empty then the float will just drop after a delay, try loosening slightly and clear the side of the cistern

Please excuse my ignorance, but which bit is "the flat"?
 
Sorry predictive iPad, should say float. It's the bit that looks like its touching the side of the cistern
 
try turning the screwed plastic rod on the float valve, it will adjust the internal cup float height setting.

pop in a new wirquin float diaphragm aswell.
