Fluidmaster are normally by go-to but noticed they can struggle on gravity feeds. Is there anything decent that performs better?
 
I know what you mean. Fluidmasters really struggle on tank fed systems. In that situation I use the Dubley hydroflo valves. Bit more expensive but work a lot better on low pressure systems. They have a little green restrictor you can remove from the valve stem for use with LP systems

If you do have a Fluidmaster on tank fed supply, you can replace the high pressure black diaphragm washer in them for the red diaphragm low pressure washer. Seems to make them fill water a lot faster.
The Wirquin fill valves (I prefer the brass tail version) work well with low pressure.
