Any one know what this is

Hi all if have been working in a pub in bath and I came across this fitting under the floor. It's connected to a lead pipe only time I ever seen a tap like this was on a home brew kit.

Looks like a very old gas poker valve to me.

I'd second for a gas poker.
Brass above the floor, lead below.

Did wonder if it was some thing for gas but as I said never seen 1 before
