I have these without the bar in the middle, had them years

Yes, I know they were available as single parts, but they must be near impossible to use?
Must be very hard to turn them without a handle.
 
grip the wings and turn, is the bar a handle ?

Yes the bar is what you grip and still is hard enough to turn. I think turning them wings would hurt your hand. That tool in my photo must be 30 year old
 
I use a pipe slice and one of these, I've both 32 or 40 deburrers.
