Thanks to sleeve it the pipe would need cutting sleeve pushing through the wall and the pipe re connecting. Its not just the internal side of the sleeve that needs sealing. There's no sleeve there.Just seal it up , its quicker.

Gas pipe off the gas meter or through the wall to a boiler?What does an un-sleeved as pipe come down as on a landlord safety check? If not to current standards is not applicable anymore? Thank you.
