I have a Viallant VRT 330 wall thermostat in my lounge and have comet dect thermostats on my radiators.
The rad stats can be remotely operated from my phone, They connect to a Fritzbox router.
I am often not home for days at a time, so the timer function on the VRT is not ideal.
The idea is the rad stats are set at a minimum 15, so it doesn't get to cold. About 1 hour before I get home I turn the rooms on I need to be warm.
I have tried a few settings with the wall stat.
When the Timer(clock) is off then the rad stats cannot get the heat they need.
When switched on(sunshine) and the rad stats are turned down the boiler is still on.
In Eco mode, same as timer mode.
The wall stat seems to be trying to get hot water for the rads, but the rad stats are not allowing it.
I hope this makes sense.
Any help would be greatly appreciated.

From your description, everything is operating as to how the system has been setup.

Why don't you just leave the wall stat on 15 C and set the TMV's on 16 C.

You can set some rooms at lower temperatures, but the main rooms and the rads near the wall stat should be left open, so that the stat can read the air temperature
 
Think you need to understand the system a little better, can the installer explain it to you?

The room stat controls the boiler, so in turn it over rides any rad stats. So if the room stat is satisfied it will turn the boiler off, if it isn't then it will remain on.

If I put the wall stat 15, it won't heat the rooms if I turn the rad stats up.
When it reaches 15 the wall stat wont allow the boiler to send water to the rads.

I want to basically overide the wall stat and just use the rad stats.
Eg I was not home yesterday or today, so no need to heat the rooms, tomorrow afternoon I will be home , so I can though my phone tell the rad stats to warm up the rooms in the afternoon before I get home
