Our outside tap has just started pouring with water. The tap is turned to the 'off' position. The tap wasn't being used, it just started pouring for no obvious reason. The isolation tap in our house is jammed also. Has anybody got any ideas or advice?
 
turn your main stopcock off, replace the internal isolation valve, leave the internal isolation valve isolated until spring!
 
laptop froze like the pipe!lol
i reckon it may have froze and split
