My wife wants me to fit a bath shower mixer purely to use to wash her hair while kneeling alongside the bath. The water level in the cold water tank will be only about 1 metre above the operating level of the shower head. Will the system mix hot and cold water successfully?

Should do, the lower the shower head form the CWS (tank) the better the pressure, If not give her a skin head, job done!

As long as the cold isn't off the mains, it should be ok, but not brilliant.

The cold supply is directly from the mains (no idea what the pressure is) and the tank supplying the hot water system is about 1 metre above the operating height of the shower head.

Both hot and cold need to be balanced or your mains cold water will be pushing up your hot.
