Full rip out of existing supplies .
New gas and water supply to each flat
Full first fix heating plus hot colds
1 combi in each flat
6 rads in each flat
Bathroom each flat , bog,basin ,shower tray
En suite each flat
Kitchen sink to pipe up
Plus waste pipes to nearby soil

House

Full rip out
New full first fix including gas
Combi boiler
10 rads
Bathroom with shower tray
Ensuite toilet x2
Kitchen sink

Obviously plus test and commision

Very rough guess labour only

I would price
Flats
RIP out 8-16hrs
Gas and water 4hrs each if easy but difficult to say without seeing.
1st fix for a combi 2hrs
3hrs per rad
8hrs per normal bathroom 1st fix
8hrs for waste pipes and soil
Allow an extra 2 hours for running hot and cold.
2nd fix basin/bog 3hrs each shower tray 8hrs
Kitchen sink 3hrs
8hrs fill flush commission.
