Our central heating engineer left our house over 5 weeks ago and didn't counter balance the CH system before he left, should he have done this and what effect does not doing have?
 
If all the radiators get hot then he may have balanced the system while he was there.
 
The rads downstairs are still not getting hot so we've decided to ask another CH engineer to come and have a look and when i asked the original CH enngineer to supply the boiler documents he said he needed to come back to do some tests and counter balance the system.
