Hello i am looking for some help before i phone the sparkie.

I have an electric boiler - Santon premier heat electric flow boiler 6kw
I have an unvented 120L indirect hot water cylinder.
2x 2 port valves.
no room thermostat as its a 1 bedroom flat.
Programmer - ACL lifestyle LP112


i am 99% sure i am not on econemy 7.

Everything works fine expect during certain hours which i have narrowed down to roughly between 4pm-7pm and 6am-8am were there is just no power to the boiler although programer is working and you can here it moving the zone valve.

outside of these hours the system works perfectly.

There must be more to it than that. The clock you have will not run that boiler so there must be more involved. For example, a contact set somewhere ?
I'm not saying there is a timer with that but you never know.

We need to know exactly what you have installed or photos to give us a better idea if you can
 
You're on Economy 10.

Look at the Non Off peak times.
Either there's another timer blocking out the hours or it's part of economy 10 somehow

Economy 10

Only one meter installed in each property. All electricity
used at off-peak times charged at the lower rate (such as
washing machines, dishwashers etc).
Off-peak times generally set for:
Midnight to 5.00 am – 5 hours.
1.00 pm to 4.00 pm – 3 hours.
8.00 pm to 10.00 pm – 2 hours.

Your lecky bill should tell you if you are on any economy tarrifs
