Yes, you do need a room thermostat.

Having a room thermostat should make the system more efficient. But you won't need the thermostatic radiator valve in the room where the room thermostat is.

yes, a complete new system, i had storage heaters before

I would want but we can't make folk have what they do not want IMO Some folk, few admittedly, just don't want the technology stuff in my experience.

As said by others above ... A room thermostat will give you overall control of your heating, TRV's give you individual room control.
