Do a proper job or walk away. First a means to isolate rising main should be found or provided. If client does not appreciate importance, then any future water damage will be serious and the last plumber on the job will be blamed. Get rid of plastic stem and replace with brass stem float valve, brass nut on plastic thread is never good news. If client is too poor to pay or too ignorant to listen you'll do better elsewhere.

Nay to the original question, +1 for bunging the cold outlet from the tank. No chance of an airlock as it will always remain under water.
 
Stress the importance of a working and accesible stop tap , that needs doing ASAP.

What did you do in the end?

Well I kinda bunged it, that is I bunged the iso valve job back to the plumber who didn`t want to do the old dirty smelly blocked Saniflo and told him to call me when it`s been fitted and I`ll come and do my job.
