I have what i believe is a German made toilet bowl. At the back just above the pan outlet is a small round hole (obviously created when manufactured). What is this for and why doesn't water come out when you flush?
 
Often there are various holes around the outside pan to ventilate it as it is fired, it cant be a closed piece of pot, usually theyre round the back, maybe yours is just on show. Any pics

I'd be more worried about that clear gloop someone's used, shouldn't be needed
In ideal conditions I agree the gloop should not be needed. However any attempt to move the toilet pan without destroying the floor or breaking the pan to fix a leak has not been possible.
