So, if I turn on the heating the actuator goes to W.

If I turn on the heating it only goes to M. It wants to move to H but I watch and hear it stop while it is moving to H.

Can someone help me as everything seems to be working?

In the midpoint, the heating and water come on.

Could it be the thermostat downstairs or is it the actuator broken?
 
I would say it's the port valve

Just turn heating on does it only go half way ?
 
So, the mid point actuator sits on the port valve, right?

I think in its normal position, the bar is on W. I turn on the heating only and it goes up to M and it clicks to stop but never reaches H.
