Whats occurring here .. that looks like a drain rod around the back of the pipe and something is wrapped round it

Maybe somebody has used drain rod to show the rubber seal, to keep their distance

I enlarged that photo and the "rubber seal" turns out to be not that at all, but it is the plastic retaining part of the connector, broken and upside down.
Looks like someone has attempted to put it back on

Thanks for the replies the drain rod is simply wedged between the wall and the fence (which is out of the picture ) to hold up the fence that's falling down.
