House where boiler was removed, electirc rads put in. CWSC and cylinder remain. After about 6 months of no issues a 22mm pipe with open end (one of two) in alcove on ground floor where boiler once stood (so presumably flow and return) started dripping a drip every minute or so. Does so day and night. CWSC overflow goes outside building so not that.

Is there a coil in cylinder?

Sounds like the coil might have pinholed and is filling the still connected primaries

Could open ends on primary circuit just be capped off rather than replace cylinder or is that a no-no?

Simply blank pipes as they leave the cylinder, was the f & e tank removed , if it was only isolated, check the isolators not passing, you should manage to see that if thats ok then coil, but is it possible that where the drip is may be the hot water pipe which is still in use has sprung a tiny leak, you do have a few possibilities,
