my oil combi boiler was replaced. The guy who replaced the boiler may have got something wrong as the ch can be controlled indepently without the controller on the front of the unit.

I am considering buying this house and I wanted to know if the heating pipes being outside the house is normal? The estate agent said there was a new condenser oil boiler installed a couple of years ago in the garage. I have added a photo - any advice would be great.
