I have a combi boiler that has a vessel of 10 litres, I currently discharge into a 25 litre drum. I have been told that this is incorrect and that it should be to outside.

Building Regulations 2000 Part G Par 3.9 talks about discharge pipes.
"The discharge pipe should terminate in a safe place where there is no risk to persons in the vicinity of the discharge."

Am I wrong is is this not safe as my vessel exceeds the size of the volume of the vessel in the boiler?

Your first port of call should be the manufacturers installation instructions. These will make clear where the PRV pipework should be terminated. Usually to low level outside the property.

The installation booklet says"the discharge pipe must be routed clear of the boiler to a drain, in such a manner that it can be seen, but cannot cause injury to persons or property." It does not say that the drain must be mains drainage.

Well what sort of drain are you expecting. Your central htg system could very easily discharge more than 25 litres, then where's the water going? Don't fancy your chances with an insurance claim for water damage because your bucket was full.

Bite the bullet and get it piped outside.
