Hello
I need to change the flow valve in my toilet, and have turned off mains
water supply outside my property and turned on all the cold taps but
the tank was still filling after 20 minutes.
Should I have turned on hot taps as well.
 
Being able to turn off water supply is essential. What ever else you may choose to do in your property, get a plumber in. so an adequate means of isolation is available to you.
