Im quoting for a new boiler but noticed the tank outlet is about 4 metres above the pump. I cant find in my books anything to prescribe when to use a pressure reducer. Anyone have any guidance? Doesnt appear to be in the MI.

I think you are just on the maximum - 4 metres is the maximum oil level above the oil pump as far as I know.
You probably need to try & put the oil tank lower so that the max oil level is low enough or else you need to fit a press reducer.
You could perhaps check oil pump MIs.
