landlord sent me this photo , I've not seen job , as it's in Cambridge & I'm London based
 
It is the same in any walk of life we have 3 doctors in our family and you will get 3 different answers !
The same as when you ring tecnical one guy tells you one thing the next time you ring you get another answer !
The world is not simple but playing devils advocate I am in the trade and get confused how do you really think Mr and Mrs public can have a clue where they stand when they get so many differing opinions ?
 
That's the reason I put photo on forum , to discuss unusually problems , every one has different views, nothing on MI about this flue ,
 
Found this on Thursday same situation up through a roof terrace. NCS for terminal guard and AR for terminating in an area where people sit ie patio set right behind it. And seing as it's next to a bin there is clearly increased risk of potential damage

You could make a decorative stone or brick chimney to surround the flue and raise it above 2m. Inspection hatches could be made by cutting the same bricks or stones thin and sticking them to boards to make them look part of the brick/stonework.

I already have in that there is nothing wrong with a flue passing through a roof ?
Ok in this case it not only a roof it is also a roof terrace or patio so yes the 2 metre rule would probably come in to play or would it if it was protected ?
So a simple solution is to fit a new boiler in the same place if it has to be and raise the discharge height also forming or constructing some form of flue protection ?
This could be either brick or timber and yes in both cases access would be possible .
Or the flue repositioned completely but this may not be possible ?
To just say it cannot be done or run away is the easy way out ?
I love a challenge and my first question to anyone is why not ?????

Which brings us right back to the MI's and TB008.

If you're not in it you really don't have an argument.

The possibilities are endless as you could as you say raise it or you could divert it to the other end of the flat roof and construct boxing or seating over it with access ,or even raise the decking level over a flue running horrizontally below ?
Personally I would just raise it and protect but there are so many ways around any problem

or do what all the customers seem to think is fine with oil tanks, stick up a pergola and grow a russian vine round it!
