I've come across this at a job before and now have it in my new flat.

A double panel rad, one panel with the bleed valve is piping hot, the other panel at the bottom is hot and only warm at the top.

Bled it and no air inside.

The bleed valve is integrated into the mould so there is only a nipple.

How can I bleed it properly as the issue must be air??

I hate these bleed valves. If the wear you can't bleed them..
 
Try a few different vent keys on it. There should be 2 vents on that rad.
 
This one works fine, soon as I opened it it pi55ed out water but the other panel has air.. I'll have a look and see if there is another bleed valve
 
Grrrr there is indeed another nipple. My meds must have kicked in already lol
 
The one in the picture is on the inside of the back panel to the right. The one for the front panel will be on the top left inside corner.
 
i've has this problem before where the rad wouldn't bleed at all, needed a pin to break through hardened gunk then air came in a rush and a nice toasty rad.
