putting a towel rail in bathroom but thermal store with combi expansion is on same floor, how high can i go with the towel rail? to as high as the water level in the f&e or lower?

i came across this today, some class act had connected the 15mm flow, copper pipe using a flexible tap connector to the towel rail, i mentioned it to the punter, as i was only there to stop a toilet leak and he said i think he was a cowboy, i agreed !!!
Customer wants Towel Rail water heated & electric heated combined...Copper tails have been left ready to fit electrics are in place. Is there a special TRV-style fitting that combines the electric wiring & the water fitting? Is this fitted to the flow pipe side as with a normal TRV? Thanks
