Hi,

the main stopcock/valve for my house has decided it no longer wants to turn off.

it is currently soldered to the 15mm rising main.

Would any one be kind enough to suggest a quality replacement ?

I've read in a few places that ball valves are now permitted for the main stop tap - any views.

Is it 15mm coming into the house?

I would just cut the old 1 out and fit a normal stopcock or if you have the space just fit it after the 1 thats there.
 
Is it lead pipe? If so it will need cutting and a suitable connector fitting then a new stoptap.
if its copper, a bog standard 15mm stoptap will be fine
 
15mm Quarter Turn Ball Lever Valves are excellent, easy to isolate and they last!
