I have a RDB Reillo 2.2 that is using 0.5 litres of fuel every 4 min. The nozzle is correct, the air setting is correct and the pump pressure is correct - all as per the manual.
It it is burning the fuel and there isn't any leaks.

What could it be?

0.5 litres/4min? (can't see it properly with those ads), 0,5 litres/4 mins = 7.5 LPH or ~ 80kwh/hr.burner output.
Seems quite a hefty nozzle, 7.5 LPH is 1.98 USGPH so according to the chart you might have a "1.65" nozzle which is 1.97 USGPH at 10 bar pressure? I have a ( 16 year old) 21kw Firebird with a Riello G5X burner fitted with a 0.6 nozzle.
