it is sprung, when you open it and let the tension off it will close by itself. unless you have forced it and bent it so it won't close.
 
Many thanks ,Steve, for answering my question but forgive my ignorance i don't understand your answer well. Do you mean i can NOT reuse the clip once it is opened? Should I buy a new one? I know how to use a plier to open the clip but I have no idea if i can close it afterwards?If so, how?
 
He means once you use your pliers to pull together the 2 springs it allows you to release the middle object that it is holding

When you want it back on you need to do the same. Pliers on the 2 springs (which increases the inside diameter) then release, so it grabs hold of the object that your wanting it to hold.

Btw, can you take a picture where it is on your appliance?
