Ok guys got to go look at this boiler and the info I've been given from the tenant is that they can only get hit water when the heating is on, otherwise the only way to get hit water is to creak the tap open just a little and it comes through hot.

Would this be down to a blocked heat exchanger struggling to heat water because it's passing through too to quickly or diverter valve not operating correctly?

Gotta be diverted valve to check first, it's the more common issue than blocked heat exchanger, especially up here as scale is a rare issue due to the softer water.
 
If valves below boiler ok, switch off flow and return. Run DHW. If it's fine it's the div. if pressure climbs and overheats plate . Does this one even have a plate tho? Sure it's direct twin primary hex?
