My stopcock is located in upstairs airing cupboard. Is it normal to hear water rushing through the pipes. Tried turning it down to no avail

It's not an emergency, I would try not to make it one and leave well alone at the moment. I assume the noise stops when everyone is in bed and stops using the water, if so, obey the prime directive, "if it ain't broke"

In the present lockdown I would be leaving that old stop tap alone and put an old pillow over the pipe you will kick yourself if it starts dripping etc. even if you know how to re pack it getting parts is problematic.
