Hi, I’ve noticed my ballcock valve is always running in the loft on the small f and e tank but when heating is on its fine, also no water coming out of the overflow, any ideas.?
 
Leak as above or leaking coil if you have an indirect cylinder (tank fed).
What height relationship are the two tanks?
I’ve checked everywhere and can’t find a leak only place is a little bit of water from the safety valve next to the boiler but it’s done that for years, I’m sure the tank feeds the hot water, from what I remembered the f and e tanks sits a little lower but I might be wrong, I have had a problem for a while with the f and e filling up with water and overflowing which I’m suspecting could be a hole in the coil so maybe it’s a faulty coil.??

It depends. If there's a hole in the coil, the higher tank will fill the lower tank via the hole. It would normally do that whether the heating is on or not.
A Plumber will be able to tell for definite. Don't be tempted to guess and buy a new cylinder. This is something that can be proven prior to spending (like most things).
