How does the internal overflow work on Syphons like the one I have attached a picture of. Thanks. I know how they work on the modern flush val

Same as old school siphonic action and water level
 
As long as your siphon is not too tall for the cistern, the water will flow over the internal top section of the siphon. Just make sure you cap the original overflow outlet on the cistern.
 
Thanks so do you mean when the water get to a level with the red part at the top of the Syphon it would start to overflow?
 
Yes the swage line is where the overflow level is
