Just moved into a new place, and the shower isn't working properly.

Here's how it goes:

1) It becomes lukewarm only.
2) Especially if the boiler is on, it becomes very hot for a short time then the water pressure disappears and it stops flowing. After a while it starts going full force with hot or lukewarm water.
3) It works, but the water is very hot.

Not sure where to start troubleshooting this. Obviously we've tried turning the heat up or down, but it has no effect. And other taps have do have hot water.

Any ideas?

I've included a pic of the shower if it helps -- not sure if there's a specific part that's helpful to look at?

Try it without the head and hose connected, see what it’s like then.
 
It would seem the thermostatic cartridge is goosed Then, unless you’re not taking it above 38? Some have an override on them.
