I recently returned from a holiday to New Zealand and found that the majority of new build houses are plumbed with a plastic clamping system called Buteline. Has anybody heard of this type of system and is it avaliable in the UK?

yep, polybutylene, its used here in the UK in new builds also. Easy and quick to fit, but costly compared to the standard copper/end feed.
