Mains tap won’t turn off.

I am unable to turn off the mains stopcock inside our house.The tap appears to be off but water still comes out of the taps in the house.We don’t have a leak but are concerned if we have an issue we will be in big trouble.We’ve never had this issue before and stopcock has always worked before.I guess we need to turn off the supply to the house but don’t know how to do this.Any suggestions how to do this please?

I’ve sorted this problem now with a neighbours help.

Yes it was,neighbours brute strength sorted it for me.I need to go on the weights I think

Yes,it’s ok now,and has loosened off.

If its brass always leave FULLY OPEN THEN 1/4 TURN CLOSED - never leave fully open and give it a turn each way once a year - preferably mid morning on a weekday when you're home.
