Had a leak on oil tank pipe fitting landlords plumber has said leak was due to small elevation on back of tank “brick” I know it’s bad practice not disputing that but I say olive was never fitted correctly as it’s loose on pipe please see attached vid any opinions would be appreciated

 
The pipe needs to be held firm into the full depth of the fitting whilst tightening otherwise it will likely just slip off as the nut is tightened in. Either that or it simply never was done up tight enough in the first place.

It also might be the wrong olive used. Some are longer than others and have different geometry for this type of fitting. Finally, it's possible that type of filter was never meant to use that style of fitting and should have had a 1/4" (or 3/8" hard to tell sizes in videos sometimes) to compression fitting installed into the port. Either way it wasn't done correctly if the olive can slip off like that, doubly so on soft copper lines.
 
For some reason the videos are not playing so I cant see what you mean or what's going on. Any oil leak, large or small needs to rectified immediately, it's not only a fire risk but a risk to the environment as well, which could be a substantial clean up bill from the environment agency, I'm talking thousands, not hundreds. Get it fixed properly by a competent person ASAP

now fixed myself with a 10mm olive from screwfix landlords plumber said valve need replacing he hadn’t stripped plastic back enough to allow pipe to insert enough to nip olive let’s see how he wiggle out of that Monday when arriving with new valve

thanks for your advice I knew it was never fitted correctly as I’ve used same fittings on auto gas lpg myself
I now fixed with new olive and stripped plastic back a little more to allow correct insertion of the pipe before tightening
Got maintenance manager coming Monday before plumber arrive with new valve
